Given the description on the page linked, I would guess the answer is "Yes."

No. Dialog (and the description) counts as external information, only one character is visible, and the pose doesn't look to suggest any kind dominance play to me.

Dialog can be used for dialog based tags, such as profanity or flirting, but dominance itself is a visual tag, not a dialog tag.

Nothing about the image really strikes me as "dominant". It's just flirting/seducing.
