Well, yes and no.

Golden_shower implies watersports – that is, it's always to be used in a sexualized manner.
A character can be peeing on someone without it being in a sexual context. An implication to peeing should be sufficient.

Hmm, I always assumed that watersports is when a character is using urine on another character or themselves regardless of the intent (sexual or otherwise), but I guess that it should only be used for sexual purposes.

Then again, I never used that tag so ¯\_(ツ)_/¯
