it looks like danbooru uses clothing_cutout pretty extensively
but i can't find an equivalent in e621

compare *_cutout and *_cutout for some other ideas

breastless_clothing seems like the correct tag for the linked post, the *_cutout tags on e6 are generally used for "windows" or holes that aren't meant for entire parts of the body to hang out of.
