So I'm still learning my way through e621, and what sets and pools are for. Is there any way to navigate through a set like in a pool? By this I mean the next/previous image buttons, as opposed to returning to the gallery each time.

I'm on a surface RT so I can't really use scripts.

Nope, there is no easy navigation in sets like there are in pools.
