Short answer, yes.
Long answer: The majority of people either don't know, or don't care what the difference between a nipple and an areola is. So much so, in fact, that spellcheckers all think areola is a fake word. So, as far as the "nipples" tags are concerned, you include both the actual nipple, and the areola around it.
There are size tags for both areola and nipples. Usually the sizes scale, but a lot of the time areola will be disproportionately larger than the nipple.
Anyways I took a look at what is being tagged as hyper nipples and there is a surprising amount of them I wouldn't consider meeting hyper definitions. Hyper is supposed to intrinsically mean disproportionately larger than they should be. There seems to be a trend of users with the thought process of if the breasts are hyper sized, then the nipples are as well. But nipples should be sized according to the breast proportions, not the body proportions.
Also what Jacob said I disagree with. I think if the areola is disproportionately larger, then sometimes the nipple also tends to be disproportionately larger than the breasts, but this is not always true. Some artists just like to draw oversized areolae, and leave the nipples modestly sized.

Tagged separately, as far as I know. You can have hyper_areola without hyper_nipples, and vice versa. If that isn't the case, then they should be aliased: there's be no point in having them as separate tags if they're not tagged separately. But that would not be a good idea, considering that sometimes artists draw areola without nipples, and nipples without areola. Can't exactly tag something like this as nipples:

I would tag that with inverted_nipples which would in-turn implicate nipples.
