Reason:

Hard to imagine a picture of nipple play without picturing a nipple.

EDIT: The tag implication nipple_play -> nipples (forum #280162) has been rejected by @gattonero2001.

-1 It could be done for example through shirt, and since nipples bulging through clothes do not get tagged as nipples (they are tagged as nipple outline instead), so the nipple tag would not apply.

Bump because I just saw this implication missing on a post change I did.

Sounds like a good implication, but the argument above is also kinda good... +1 neverthless

As per what @user_22273 had already said, nipple_play can happen through clothing as in the case of nipple_outline.
