The muzzle is part of the face. Also this would be consistent with the mask_(marking) → facial_markings implication.

Assuming this was rejected since muzzle (marking) already implies snout markings which implies facial markings?

Yes. This makes the implication structure less complicated and easier to modify in the future if necessary.
