You can't suggest multiple tag implications at once. You literally suggested river_otter_&_sea_otter...
Create an implication for one tag, for example river_otter -> otter, and then edit in any other suggestions that you may have. This is how we usually suggest multiple tag implications/aliases at once.

Perhaps on first posting. I then edited the suggestions so they'd be separate. This was before I saw your posts.

I think what they're referring to is that your actual implication request (generated on thread posting) is the original title, and editing the "implication link" within the forum post just sends you to the implications queue with a different filter.

Nah, the processing is just crazy slow the last couple of years. It is a bit concerning though.
