I would like to suggest the neckwear tag as a general tag for anything neck related, so it imply from clothing to jewelry, I will point a few itens but thats most I can remember:

I'm sure there is a lot more but thoses are the ones I remember.

I would also add amulet to this list.
Moreover, all these tags could imply jewelry.

If neckwear is utilized, I think neckgear should be used as the non-clothing counterpart (similar to how headwear/headgear are utilized). I can make a BUR for neckwear/neckgear sometime soon.
