Wouldn't this implication work better the other way around?
Sagging_breasts is for any kind of sag/weight, but hanging_breasts seems to refer to a specific type of sag, no?

-1. Sagging is when breasts sink lower and lose shape due to loss of elasticity. It's most obvious when the character is standing up. (For example post #1320337, post #1419043.) Hanging is when breasts droop, with the nipple pointed downward, due to gravity. It's usually when the character is bent over. (For example post #1287200, post #1900105, post #1165617.)

There's some overlap, but these tags are different concepts and should not be aliased or implicated.
