The tag type change mechanism says that for tags with over 100 posts, a moderator needs to change the type of tag.

Any particular moderator in charge of that, or just whichever one can be scrounged up?

The tag typing that prompted this question, since I'm here anyway, is for tiger_dancer_(zootopia), which is currently set to "general" but should be set as a character tag.

Every admin can do that, so you could pick one at random.
