Is there really a significant enough difference in the characters' designs to be able to tell which show they're from? That's not even taking into account the shorts that were part of neither. Wouldn't just a woody_woodpecker_(copyright) tag work for the characters that appeared in the shorts and the series?

There's an incredibly awful graphic here showing the character's evolution... I'd say that by and large? it's not enough to justify different tags-- it's still woody woodpecker. There might be some series-specific characters, but..

Yeah that's what I thought. The images tagged with this aren't even consistent about the designs they're tagging. The only characters that show up from the series are Woody, Winnie, and the buzzard, and all of them appeared earlier. So, imo, this tag and the other Woodpecker Show tag ought to be either aliased to a broader copyright tag or invalidated.
