Reason:

Like breast_frottage, it allies to female or hermaphrodite characters that are very close proximity in regards to pregnant or slightly chubby.

EDIT: The tag implication bellies_touching -> belly_frottage (forum #250747) has been rejected by @NotMeNotYou.

bellies_touching and belly_frottage seem to have identical uses and belly_frottage is empty tag. this implication would serve absolutely no purpose besides adding unnecessary tag bloat
