Reverse. A koopa troopa is a "Koopa Trooper" said in dialect, meaning it refers to Bowser's minion variant. While the Japanese name for Koopa Troopa, ノコノコ (Nokonoko), is often used for a species over the Koopa's name of カメ族 (Kamezoku), this is probably because Kamekozu means "Turtle Tribe" which sounds carries the opposite sound of not being part of any co-mingling society like Bowser's army.

This would end up labeling Bowser as "koopa troopa" in the species tags.
An implication: koopa troopa → koopa is more fitting.

"Koopa" is the blanket term to refer to all turtleoid species in the super Mario series. Magikoopas, Hammer Bros., Buzzy Beetles, and the unnamed "Bowser-like" species are all considered "Koopa" but none of them are "Koopa Troopa". Koopa Troopa are a specific subset of Koopas, unlike most other Koopa species the Koopa Troopas are often shown to have removable shells (at least in their bipedal anthropomorphic form) and no other special abilities other than a few edge cases.
Probably better to implicate koopa_troopa -> koopa and do the same with the other koopa species we have.
