It seems unclear what the distinction is between small and short. All small tails appear to be short tails, but the tag has about half the posts of short_tail.

Well obviously they all have notably large tails. Yeah, there's no consistency at all in this tag and no real definition for it either. It's better covered by long_tail, thick_tail, fluffy_tail, and/or huge_tail. Because it could be any of those tags an alias to an existing tag wouldn't work here.
