Rate is a bad artist name, considering we're an English site.

Rate is a common english word. It's generally not a good idea to use common words as names.

and how does that pertain to tagging on this site, "rate" doesnt seem like anything you could possibly tag for any other reason within the existing TWYS policy of e621

Common English words should not be used as artist tags, period. That includes agent.
