Populated tag. The Chinese Zodiac already refers to it by year; at worst, this should be an implication instead of an alias.
EDIT: The tag alias chinese_new_year -> chinese_zodiac (forum #282391) has been rejected by @Rainbow_Dash.

refers to the celebration, chinese_zodiac refers to the animals, you could have images of characters celebrating the event without actually including any of the zodiac animals.
